Primary Purpose:

Execute staffing initiatives to increase success in all areas of attraction and retention of talent. Effectively develop and implement innovative talent acquisition strategies, focus on employment branding, programs, and processes to address current and future needs of the organization. Manages and leads the HMSA Talent Acquisition team.

Minimum Requirements:

  1. Bachelor's degree with six years of talent acquisition or recruitment experience; or equivalent combination of education and related work experience.
  2. Two years of supervisory/management experience.
  3. Effective written and verbal communication skills.
  4. Basic to Intermediate working knowledge of Microsoft Office applications. Including but not limited to Word, Excel, Outlook, and PowerPoint.
Duties and Responsibilities:

Talent Acquisition:

Direct and develop innovative strategies and plans for attracting and recruiting high quality talent. Evaluate the efficacy of those strategies and provide guidance and subject matter expertise for future talent acquisition planning. Including but not limited to:

  • Successful and continuous development, implementation, management and updating of dynamic talent acquisition strategies to meet HMSA's needs
  • Design, plan and execute employer branding activities
  • Researching and analyzing workforce trends to ensure HMSA's current and future workforce needs are met from an operational and knowledge standpoint
  • Strategically analyzing potential workforce gaps and developing and implementing plans and/or programs designed to address the gaps
  • Collaborate with key internal stakeholders including human resource business partners, hiring managers and HMSA business leaders to identify the talent needs of the organization
  • Develop and maintain strategic relationships with external stakeholders to help build strong partnerships to assist in ensuring talent acquisition strategies are fulfilled.
  • Develop a sourcing plan that identifies and maximizes ROI.


Research, analyze, develop, implement and evaluate programs, plans, policies, and procedures for recruitment, testing, selection, and job placement in a manner that (1) promotes equal employment opportunity and (2) meets the current and future business needs of the organization. This includes:

  • Coordinating the preparation of and analyzing statistical reports and other data to monitor applicant flow, selection, and turnover for compliance with legal regulations and with organization goals and policies
  • Identifying, assessing, and analyzing changes in the law that impact recruitment, testing selection and job placement to ensure legal compliance
  • Evaluating the efficacy of management training related to recruitment activities to promote equal employment opportunity
  • Evaluating the efficacy of applicant testing modules to determine value in predicting performance and to ensure equal employment opportunity
  • Assisting in the development, assessment, and preparation of recruitment-related contracts, including those with IS-system and software vendors, advertising agencies, educational institutions, employment agencies, placement firms, etc.
  • Manage multiple vendor relationships for recruitment advertising, background verification, applicant tracking system, event logistics, and retained and contingency recruiting search firms.
  • Support compliance programs and audit activities. Assist with preparation and completion of regulatory and compliance reports to ensure compliance with contract requirements and federal, state, and local government regulations including those of the Department of Labor and Office of Federal Contract Compliance Programs.

Leadership & Staff Development:

  • Interviews, hires, and trains employees for unit
  • Directs activities of staff (including scheduling, planning, and assigning) in carrying out such functions as:
    • Developing sources of qualified applicants
    • Coordinating temporary staffing
    • Screening applicants
    • Scheduling and conducting interviews,
    • Administering tests, and
    • Checking references and background
  • Consults with management to prepare staffing budgets and projections
  • Manages the appraisal of staff through the Performance Management Program (PMP)
  • Provides appropriate guidance for performance (objectives and competencies), staff development and, when necessary, improvement and/or recommendations for corrective action
  • Directs the rewarding and recognition of staff
  • Completes the administrative duties related to staff management, including preparation of employment related forms (attendance records, status changes, salary vouchers, supervisor exit forms, etc.)

Directs and oversee the day-to-day execution of immigration activities for the organization including, but not limited to:
  • Provide counsel and guidance to ensure the delivery of compliant, quality and customer focused solutions related to the immigration process.
  • Manage all elevated immigration issues and apply appropriate communication style and method to relate effectively (both verbally and in writing) regarding immigration issues to all levels of staff. Analyze immigration processes to determine areas of improvement and implement changes to yield better and more effective results.
Other Duties/Functions:
  • Performs all other miscellaneous responsibilities and duties as assigned or directed.
