Primary Purpose:

Accountable for the corporate data governance strategy and execution. Responsible for partnering with leadership across the enterprise to understand and manage data needs and develop the vision and roadmap for data governance. 

This role is responsible for defining and managing internal and external data standards, operationalizing, and managing governance communities, defining, and maintaining governance policies, and developing and overseeing processes to ensure that data are cataloged, defined and this understanding is available enterprise-wide for all data maintained in the Enterprise Data Platform. This role leads a team of master data, data governance and data management resources, building relationships with leaders across the enterprise to help them manage and maintain their data to support organizational goals of increased transparency and data quality. 


Minimum Requirements:
  1. Bachelor's degree and seven (7) years of related work experience to include data modeling and governance, or an equivalent combination of education and related work experience.
  2. Two (2) years of supervisory/management experience.
  3. Demonstrated knowledge of Health Insurance and/or business operations.
  4. Experience in leadership roles, building consensus within large groups of partners with disparate objectives and needs.
  5. Exemplary verbal and written communication skills.
  6. Strong requirements gathering, program & project management skills.
  7. Experience in OLAP tools, databases, data modeling, data relationships, and reference data management.
  8. Knowledge of dashboards and data visualization tools.
  9. Knowledge of data management and governance principles.
  10. Demonstrated proficiency of data (types, content reliability, etc.).
  11. Demonstrated problem solving and data collection, analysis, and interpretation skills.
  12. Experience with SQL and database management systems.
  13. Basic knowledge of Microsoft Office applications. Including but not limited to Word, Excel, Outlook, Access, Project/Visio, and PowerPoint.

Duties and Responsibilities:
 

Data Governance Community: Maintain and evolve the enterprise data governance framework:

  • Leads a council of executives, representing business areas across the enterprise, charged with governing data.
  • Develops, documents, manages, and provides oversight on data governance and data management policies, processes, standards, and procedures.
  • Matures the data governance program, securing engagement and buy in for enterprise-wide data stewardship and ownership communities by engaging business leaders and defining roles and responsibilities.
  • Measures and oversees efforts to improve data quality.
  • Develops and institutes data access policies and procedures that balance adequately protecting data with providing access to data for timely business decision-making.
  • Helps embed the use and management of high-quality data and analytics in HMSA's culture and decision-making.
  • Works closely with IT and Information Privacy & Security to ensure the data governance framework and management of data assets is aligned with the corporate architecture vision and relevant privacy and security laws, regulations, and policies.
  • Leads and participates in data governance process audits.

Data Management Operations: Accountable for data management functions on Enterprise Data Platform:

  • Business owner of Informatica data management tools (Axon, EDC, MDM, IDQ).
  • Develops, institutes, and oversees light-weight data governance processes that ensure data governance metadata stay up-to-date and accurate.
  • Accelerates insight generation by improving standardization and discoverability of data.
  • Achieves consistency in the use of data and improves adoption of assets by building trust in them.
  • Understands technical details of HMSA's extract, transformation and load (ETL) processes and ensures that data lineage is captured across the data ecosystem (e.g., databases, data marts, analytics and dashboards).
  • Understands HMSA's technology platforms and implements appropriate data governance methods and processes across these platforms.
  • Business ownership of Enterprise Data Platform data ecosystem, responsible for partnering with IT in scalable growth of the platform and data delivery to meet business needs.
  • Defines and institutes processes to integrate business owner and steward stakeholders in: establishing data quality thresholds; designing, reviewing and monitoring scorecards; and responding to problems in meeting those thresholds.
  • Accountability for issue resolution and remediation plans and activities
  • Accountability for maintaining catalogs of data sources, data products, global field definitions, metrics, and dimensions along with documentation, metadata, and data relationships, etc.
Master Data Management:
  • Develop and grow HMSA's master data program as business owner of Informatica's Master Data Management (MDM) solution.
  • Understands the technical details of the MDM solution and serves to bridge the gap between the business needs and the technology solution.

Training and Resource Development: Develops training modules and manages/mentors/trains data governance community by:

  • Management and development of all applicable staff and vendors. Responsible for the full range of management functions related to assigned employees.
  • Basic governance processes training.
  • Enterprise data domains (member, claim/non-claim, provider, other).
  • Data warehouse metrics and attributes.
  • Data source processes and maintenance.
  • Master Data development.
  • Data Quality development.
  • Informatica.
Other Duties/Functions:
  • Perform all other miscellaneous responsibilities and duties as assigned or directed.
