JOB SUMMARY

The Chamber of Commerce Hawaii’s Education & Workforce Development (EWD) department is seeking a highly organized and collaborative Manager of Workforce Training and Programs to help drive the implementation and growth of the Chamber’s workforce development initiatives.


The Manager will serve as a key project manager and program operator across the Chamber’s workforce portfolio, with responsibility across workforce training and career pathway initiatives, departmental operations, signature workforce development programs including Sector Partnerships, and program budgets and sponsorships.
 

Reporting to the Director of Workforce Development and working closely with the broader EWD team, the Manager will coordinate with employers, education and training providers, funders, and community partners to translate workforce strategy into effective, sustainable programs.


This role is ideal for someone who thrives at the intersection of project management, relationship management, and program implementation and is comfortable managing multiple priorities and diverse stakeholders in a collaborative, fast-paced environment.

 

PRIMARY RESPONSIBILITIES

Workforce Training & Career Pathway Initiatives

- Lead and support the design and implementation of Workforce Development training and career pathway initiatives, including assigned programs.

- Drive implementation of assigned initiatives, managing project plans, timelines, deliverables, partner responsibilities, and follow-up while keeping EWD leadership informed and engaged on progress, opportunities, and challenges.

- Coordinate external partnerships to drive successful project implementation.

- Track program outcomes and deliverables, coordinate required reporting, and work collaboratively with partners and EWD leadership to address implementation barriers.


Workforce Development Operations & Program Coordination
- Work collaboratively with the Director of Workforce Development to translate department and program priorities into actionable workplans, timelines, deliverables, and coordinated execution.

- Provide cross-cutting project management and operational support across Workforce Development initiatives, including direct implementation support for signature programs such as Kamaʻāina Come Home® and the annual Future of Work Conference.

- Manage program and event operations, including registration, communications, vendors, materials, run-of-show, stakeholder coordination, and day-of execution to deliver a high-quality participant experience.

- Maintain and continuously improve department systems, tools, and workflows, including calendars, trackers, project files, documentation, and digital platforms, to strengthen team coordination, operational efficiency, and follow-through.


Sector Partnerships

- Provide project management and implementation support across the Chamber’s industry Sector Partnerships, collaborating with the EWD team, co-conveners, employers, education partners, and other stakeholders to advance Partnership priorities.

- Build and maintain strong relationships with Sector Partnership stakeholders and support partner engagement through virtual meetings, in-person convenings, events, and ongoing communications.

- Serve as project manager for the quarterly Sector Partnership newsletter, coordinating content development, partner contributions, timelines, and distribution.


Budget & Sponsorship

- Manage budgets for assigned workforce programs, including budget tracking and invoicing; coordinating with finance staff.

- Flag budget variances, outstanding payments, sponsorship obligations, or other financial issues requiring Director review or decision.

- Support impact, grant, funder, and internal reporting through accurate and timely collection of program data and partner input.

- Maintain organized program files and effective systems for project tracking.


Additional Responsibilities

- Ability to create a positive impression of the Chamber while responding to members either by telephone, email, or in person.

- Other duties as assigned
 


PREFERRED QUALIFICATIONS

- 2 or more years of experience in workforce development, education, economic development, program/project management, nonprofit management, or a related field.

- Bachelor’s degree or equivalent combination of education and relevant professional experience.

- Experience supporting or implementing education, workforce development, career pathway, or training initiatives.

- Demonstrated experience managing complex programs or projects involving multiple stakeholders, timelines, budgets, deliverables, and performance outcomes.

- Demonstrated ability to work independently, anticipate needs, identify gaps or risks, recommend practical solutions, and follow priorities through to completion.

- Experience coordinating events, convenings, and partner engagement activities.

- Strong project management and organizational skills, with excellent attention to detail and the ability to manage multiple priorities simultaneously.

- Excellent written and verbal communication skills, with the ability to communicate effectively and build productive relationships with stakeholders across sectors and levels of seniority.
- Familiarity with Hawaii’s education, workforce development, employer, and/or economic development ecosystem strongly preferred.

- Flexibility and adaptability to work in a fast-paced and dynamic environment.

- Highly adaptive, strong team player, and proven leadership ability and professionalism.
 


WORK CONDITIONS

- In-Person at Chamber of Commerce Hawaii office
- Full-time position based in Honolulu, Hawaii.

- On-site work environment with regular partner engagements and events.

- Some evening or weekend work may be required.

- Occasional interisland and/or out-of-state travel may be required.

- Salary Range: $60,000 - $70,000 (compensation within this range will be determined based on relevant experience, skills, and qualification).
