Stanford understands his responsibility as a leading developer to create communities that achieve strong market acceptance and long term value.

Luke J. Williams
Vice President & Director of Planning and Design
WKF Inc.
Luke J. Williams is Vice President and Director of Planning and Design at WKF Inc., where he leads the design and delivery of retail, mixed-use, hospitality, and redevelopment projects across Hawaii. A licensed architect, he has managed projects ranging from large shopping center redevelopments and hotel repositioning to tenant build-outs and office-to-housing conversions. He previously served as Project Architect for the 28-story Lilia Waikiki mixed-use tower and has also founded and operated local ventures including a Kakaako co-working space.
Luke is currently supporting rollout and planning efforts for CU Hawaii, part of one of Asia’s most recognized convenience retail brands known for tech-forward, lifestyle-driven store concepts, and Paris Baguette, the global bakery café brand expanding its footprint with fresh, on-site baked goods and modern cafe experiences. His work blends design, branding, and real-world execution to help emerging and established concepts grow.
He holds a Doctor of Architecture from the University of Hawaii at Manoa and is a Kamehameha Schools Kapalama graduate.

Kali Watson
Director, Department of Hawaiian Homelands
Chairman, Hawaiian Homes Commission
Kali Watson was appointed chairperson of the Hawaiian Homes Commission on March 23, 2023. Watson previously served as chairperson from 1995 to 1998 where he was responsible for coordinating the development of over 3,100 residential lots, and implementation of the $600 million state settlement. Watson was also instrumental in the passage and transfer of over 900 acres of federal lands into the trust under the Hawaiian Home Lands Recovery Act of 1995.
As the President and CEO of the native Hawaiian nonprofit, Hawaiian Community Development Board (HCDB), he worked with Nanakuli Hawaiian Homestead Community Association and oversaw the development of the Nanakuli Village Center, which includes a commercial center, several medical clinics, the Kalanihookaha Cope Hawaiian Cultural Learning Center and a 48-unit Hale Makana O Nanakuli affordable housing project. Over the last 10 years, to expand HCDB’s reach into the private non-homesteading areas, Watson established successful partnerships with various private developers of low-income housing tax credit projects. Projects include single-family residential, townhouses, mid-rise and high-rise buildings.
Watson is a graduate of University of Hawaii Law School, Business School and Kamehameha Schools. Wife Judith Pavey and three sons Kala, Kealii and Nainoa.
