Christine Camp is president of Avalon Development Company. Avalon is actively developing industrial, residential and commercial properties in Hawaii.
Christine has earned many accolades for her leadership ? NAIOP and GEneral Contractors? Association each recognized her with developer of the year awards, SBA named her Industry Advocate of the Year, and PBN recognized her as 40-under-40 Community Leader of the year.
She served as the chairwoman of several boards: Chamber of Commerce, Honolulu Police Commission, Urban Land Institute-Hawaii, and President of Hawaii Developers? Council. She also served on the boards of HCDA and the Blue Planet Foundation. Currently, Christine is on the boards of Federal Home Loan Bank, Central Pacific Bank, YMCA and Kahala Nui. Her current focus is finding opportunities to educate the public about the land use policies that greatly add to the true cost of living in Hawaii, and to encourage policies that increase the supply of housing.
Tyler Dillon

Tyler Dillon has 30 years of construction experience managing diverse project types throughout Hawaii and the Mainland. He has maintained his General Contractor’s license in the State of Florida and has been certified as a State Certified General Contractor there since 2004. Tyler’s experience in managing projects in Hawaii, California, Florida, South Carolina, Tennessee, Texas, Pennsylvania and Georgia have required a deep understanding of building codes and an appreciation for building code development across many jurisdictions. Tyler is involved with all of Layton’s Hawaii projects a such as the Koloa Landing Resort on Kauai and the University of Hawaii Life Sciences Building that we recently completed this summer.
Sheri-Ann Lau Clark

Sheri works with the President & CEO on Board relations as well as budget and staffing issues. She also oversees the legal and legislative affairs for HEC and provides support for the HR and LR consulting teams at HEC.
She joined HEC as Assistant General Counsel/Senior HR consultant in 2007, was subsequently promoted to Corporate Secretary & General Counsel in 2012, and most recently was appointed as Chief Operating Officer in 2020. Prior to joining HEC, she served as a Labor and Employment Law Associate at the Torkildson, Katz, et al. law firm where she conducted workplace investigations, reviewed and revised handbooks, provided seminars for employers/management concerning harassment, discrimination, family leave, and wage and hour issues, and advised employers on a wide variety of human resources matters.
Sheri earned her B.B.A. in HR Management from the University of Hawaii at Manoa and her J.D., Magna Cum Laude from the University of Hawaiʻi at Mānoa William S. Richardson School of Law. She currently serves on the board of the Oahu Economic Development Board and was involved with the DOE?s Career and Technical Education Business Pathway Advisory Council.
