Maui County - On April 21, 2020, Maui County adopted Bill 52 to ban single-use plastic foodware. The bill takes effect January 1, 2022 and bans the sale or use of disposable plastic and polystyrene such as to-go containers, plates and bowls, cups (hot and cold), straws, stirrers, utensils.
City and County of Honolulu – C&C Honolulu enacted Bill 40 with two parts on plastic foodware ban. Part I went into effect January 1, 2021 and Part II will be effective January 1, 2022.

Tamara Farnsworth was born and raised on the island of O`ahu and holds a B.A in Interdisciplinary Studies - Environmental Issues from the University of Hawai`i at Manoa, and a Permaculture Design Certificate from the Asia-Pacific Center for Regenerative Design. She worked with the City and County of Honolulu Recycling Office for five years before moving to Maui in 2013. She currently serves as the County of Maui Environmental Protection & Sustainability Division Manager. The EP&S Division oversees Zero Waste, Landfill Diversion, Abandoned Vehicles & Metals Recycling, and Environmental Protection programs, and is responsible for administering the Plastic Disposable Foodware Ordinance No. 5084.
Henry Gabriel
Engineer, Department of Environmental Services
Henry Gabriel is the Recycling Program Branch Chief for the City and County of Honolulu. He’s responsible for managing the City’s recycling programs and the enforcement of ordinances relating to businesses e.g. food waste, glass, office paper, plastic bags and disposable food ware. His passion is garbage. Even at home, he lives his life as a solid waste manager. He’s well verse in green waste and food waste composting. Reduce, reuse, recycling, refuse, recovery and repair are not just words. They are words of encouragement to generate less waste.
Henry has a degree in Civil Engineering. In California, he’s worked at recycling and composting facility. On O’ahu, he’s worked as a recycling specialist and a wastewater engineer. Everything and anything to do with waste, Henry is that guy.
Adrian Hong
President, Island Plastic Bags, Inc.
Adrian Hong is president of Island Plastic Bags, Inc., a local, family-owned company that manufactures high density and low density polyethylene bags in a variety of dimensions and gauges. The company also sells compostable cutlery, paper bags, and Colgate-Palmolive products, which complement its line of plastic bags. As environmental regulations continue to evolve around plastics, we help businesses, governments, and NGO's meet their sustainability objectives.
Adrian is a CPA, not in public practice, who is also a board member of the Hawaii Society of Certified Public Accountants (HSCPA) and an active member of the Chamber of Commerce Hawaii.
