According to Investopedia, Human capital is defined as an intangible asset or quality not listed on a company's balance sheet. It can be classified as the economic value of a worker's experience and skills.
While difficult to calculate, investing in human capital can make the difference between a company's success, or failure. The pandemic has put a spotlight on the need to keep experienced and qualified professionals in Hawaii, and has also highlighted the need to stop the "brain drain."

Peter Hirano
Executive Vice President of People & Strategic Initiatives
Servco Pacific Inc.
Peter Hirano is the Executive Vice President of People & Strategic Initiatives at Servco Pacific Inc. In this role, he oversees the Human Resources function for all of Servco’s global business entities, in addition to all projects and new initiatives for Servco Pacific Inc. He is also the President of the Servco Foundation, the philanthropic division of Servco Pacific Inc.
Peter joined Servco in May 2017 and has led (and continues to lead) continuous efforts to increase the effectiveness of the Human Resources function at Servco. While his primary focus is to increase the human capital support necessary to anticipate the ever-changing needs of the business and workforce environment, his area of responsibility has grown to include Servco’s project management and process improvement team as well as the Hui Car Share operation.
Prior to joining Servco, Peter spent over 30 years in leadership positions at various HR-related services and consulting businesses, including Hewitt Associates (now Alight Solutions), KPMG Consulting, Accenture, and Randstad Sourceright.
Patty Foley

Patty Foley is responsible for leading Human Resources strategy and practices that provide an employee-centric, service-oriented culture that emphasizes empowerment, creativity, quality, productivity, growth and development. Previously, she held the position of Senior Vice President, Human Resources. Foley has been with CPB since 2007. She has a Bachelor of Business degree from Western New England College. Foley is a Trustee for The St. Andrews Schools and is on the Board of the Blood Bank of Hawaii. She is also actively involved with the YMCA.
Michael Parker
Senior Pre-Construction Manager
Layton Construction
Mike is an experienced engineer and superintendent with specialized training and knowledge in preconstruction services, leading him to his current position as senior preconstruction manager for Layton Construction in Hawaii. This knowledge has allowed him to develop a thorough understanding of the construction process and its anticipated challenges. In doing so, Mike has been able to contribute both on and off the field in knowing exactly what it takes to get the job done. With more than a decade of experience in a supervising role in Hawaii's construction industry, Mike has maintained trusting relationships with subcontractors and vendors that have given him an edge in being able to provide clients with the highest quality work for the best price.
Mike attended Kalaheo High School and the University of Hawaii Manoa where he studied mechanical engineering. In his free time, Mike enjoys surging, golfing, working on cars and helping with his son’s soccer team.
